Keep in mind it was -11°F and very windy on the ground
Time: 7:38 on Wednesday January 22nd.
Location: Minnesota near st Michael. To the west. 
It was probably even more windy above, so I think it’s safe to rule out a drone. 
You can see a plane fly over with the flashing lights. 
You can also see a star in the background. My phone has a very hard time picking up stars. The moon was not out yet at this time and it would have been a day after a 3rd quarter moon phase so it would not be spherical. 
I watched it for about an hour and a half and got bored(it was moving closer very very slowly at first but stoped where it is in the video) I came back about a half our later and it was gone.
