Strange sighting tonight

Strange sighting tonight
My friend sent me this tonight.
Is it some kind of light show/spotlight? 
She is freaking out right now. 

It looks familiar to me, like I've seen this myself but can't quite remember.

For more details, it's raining with full cloud coverage.

I found one other video on YouTube from 2011 in California that had the same lights except it was only 4 light points.
