Rapidly moving circular lights over the night sky in Istanbul

As I was gazing out the window as I usually do, I happened to notice some funny looking lights in the sky. I never usually saw anything like this since I don't live in a place that has places that do light shows or such. It was exactly midnight. They kept swirling for a good 10 minutes as far as am I'm aware. I'm still convinced they are some spotlights or whatever, but I saw some videos and they weren't too convincing. Just wondering if anyone will confirm my skepticism that its just spotlights on clouds.
