Identify a blinking light in Stockholm

Identify a blinking light in Stockholm
Time: At about 21:00 local time 

Location: Stockholm, Danderyd area 

I saw a blinking light, looked red and blue so I figured it was a police helicopter. Just above the buildings, but far away and stationary. It was lighting up the fog wherever it was so it was making a little grey spot. 
I didn't think it was anything special, but it's 1:00 local now and it's higher, completely stationary and still blinking. Any ideas? 

To be clear, it's blinking now, but when it was closer/bigger and lower, it was very clearly blinking reddish and blue, whereas now it's just blinking. It's been stationary at about two hands' width from the horizon for about two hours.
