Small reflective object by San Diego - Tijuana border crossing.

Location: San Ysidro (South San Diego by the border)

Saw this just now while walking my dog. It was a small object, maybe the size of a person. It caught my eye as I saw it reflect light. It look like it was tumbling and spinning randomly, appeared to be geometric, not a sphere or a disc, more hexagonal like. 

At first I just assumed it was a balloon. It started to fly away. I would guess it was over San Diego and it crossed i to Tijuana's airspace. But it did it relatively quickly. When I first saw it it was maybe a kilometer or 2 away and I would say at least 1000-2000 off the ground. I didn't think to take a picture until it was already kind of far, I had to really zoom in with my camera and it doesn't really make it justice. I did see a plane from Tijuana international take off and it looked like the object was much further behind it which impressed me because when I first saw it, it definitely was in US airspace. 

What impressed me was the random tumbling and how quickly it went away, it wasn't instantaneous but it covered a lot of distance relatively quickly. I'm used to all the different aircraft from the various airports and navy bases around here.

If I had to guess I would day it was probably a balloon of some sort but it sure looked weird. Added a photo of the street I was in for reference.
