NARRATIVE

On 11/10/17, at approximately 830 pm, in the NE direction of the Port Richmond section of Philadelphia, we spotted a pattern of bright strobing lights that can only be described as frantic.  
The object quickly disappeared over horizon. 
Sighting lasted 1-2 minutes. 
Cell phone video available.
