Blinging circle lights off the horizon that blinked in unison. Suddenly they moved closer and light up the whole sky and disappeared

Perfect line of circular bright blinking lights way off in horizon, maybe 6-8 lights. All blinking in unison (off 99n we were driving, three people in car all saw same thing) then suddenly the lights broke apart and got much closer to the car, on either side of car/highway. Then suddenly all got bright, they lit up the black night so all was bright and visible and then all the lights went dark and disappeared. 8:04 pm. The whole even was maybe 2-4 minutes total
