A number of white lights low above the horizon.

While working as a security officer guarding a construction site at night, I had stepped out of my car to stretch my legs when I noticed several lights that resembled aircraft landing lights low above the horizon to the ENE of my location. The way that these lights moved seemed odd to me so I got my monocular (10x magnification) to get a better look at them and saw that, aside from the single white light, there were no running lights at all.
I continued to watch the lights (up to 3 at a time) as they faded in and out for half an hour, during which I took both video and still shots of them.
