Blurry light moving from Northwest to Southwest

NARRATIVE

Noticed moving light just below Venus moving slowly across sky. The light was very fuzzy so I thought it could be moisture in the air causing it. Venus, the moon and all other stars were clear so I don't think it was moisture.
As it moved we could see a faint fuzzy arc ahead of it until it disappeared to the southwest.
We did not see any navigation lights and did not hear any sound.
Total sighting time was about 10 minutes.
I am an Air Force veteran and amateur astronomy is a hobby.
