NARRATIVE

Moving 5x faster than a plane with no av lights. Would appear fuzzy then momentarily clear/brighten. At highest point appeared to throw a plume, almost like a plane cloud seeding.
Rising Sun is in the NE sky.  Maybe witness meant 21:23 hrs.   SpaceX launch form Florida.
