Fluorescent green blinking lights that moved very quickly at a high altitude with incredible speed moving south/southeast.

Looked to be in parallel lines/groupings. After passing of green lights, there was significant aircraft activity to include stationary hovering of aircraft in areas along the horizon in all directions surrounding the given coordinates. The colors of the flashing lights from aircraft were a combination of red, white, amber, and green. Estimated to see 12-15 moving and stationary aircraft with different light features. After the passing of the strange green lights, all observable aircraft returned to the westbound airspace. They slowly dissipated over the span of 9:45 pm and 12:00am. Aircraft activity seen thereafter was of normal and expected capacity.
