Orb UFO phenomenon False Bay, South Africa

These orbs have been reported along the False Bay in South Africa for the past few years. They tend to be more frequent during summer but they have been seen throughout the year. 

I've attached a stitched video of these sightings in Gordons Bay, False Bay and a last video from a different province in South Africa. In my opinion, it is one of the most fascinating. She says they can reportedly be seen as early as 8 pm to 2 am. Other areas that have reported the sightings are Fishoek, Kommetjie, Somerset West and Mitchells Plain. 

It almost always appears to spawn from the ocean, except recently they have been seen to come over inland. The observer said they often form around the Steenbras dam, a local hydroelectricity dam. They are always in groups and hardly appear alone. Some can be seen spawning are suddenly appearing next to one another.   
  
I have slowed some of the footage down and I really cannot explain this behaviour. The instant spawning of these orbs near each other or from each other is pretty crazy. 

I hope someone can help explain these.
