Can somebody help me identify this?

Location: Staten Island, NY 

The sky is clear and you can clearly see stars and planes, which is why we noticed this blur of a light.

As it was heading up, it started spinning around, and it looked like it created a vapor cone or glare to the naked eye, which you can also see from the video. Then it disappeared! 

I have two videos but can only attach one, so I attached the one with the vapor cone. I’ll try to attach the first one in the comments. 
I thought it could be maybe a launch but I couldn’t find any for tonight but I may be wrong!

Shot on an IPhone 12 and did not get the ending, unfortunately.
