Is this an airplane? This was in Staten Island last night.

My girlfriend had recorded this right before she called me. She said that it was moving very slow, and there were other planes around moving faster than it. 
When I answered and she put the camera on it ; I saw this orb change shape and started blinking lights like a plane, then adjusted it speed, moving the same pace as the other planes in the sky
