NARRATIVE

Red and blinking object remains steady in the sky; unlike stars that appear stationary.  I thought it might be a plane or helicopter, but it is not moving, just appears to have legs that are the same color as the object that is blinking—it appears to be transmitting.
We spoke via telephone with the witness, and found her to be quite serious minded and sincere.  However, we suspect that she may have been observinc a twinkling star.  We encouraged her to look in the same area of the sky, at the same time of night.  PD
