Balloon Shape and Motion Phenomenon

I was taking a walk, and noticed the white object. 2 others walking with me also saw it and speculated that it might be a spy balloon. It didn't move much over the course of our hour-long walk, sometimes disappearing behind clouds, but was still there when I went in at 1 p.m.
